#2571 Concurrent workflow runs race on extension auto-resolve: 'Unknown model type' in one of them

When several swamp workflow runs start at the same time in one repo and each auto-resolves the same not-yet-installed extension, one run can fail with Unknown model type while the others succeed.
Observed while running the three verification workflows (verify-build, verify-reviews, verify-skills) in parallel, as agent-constraints/verification-conventions.md instructs, on a repo where @swamp/git was not yet installed (swamp 20260926.025243.0-sha.0f086bc8, macOS).
verify-skills event stream:

Its detect-changes/changed-files step then failed with: Unknown model type: @swamp/git. verify-reviews resolved the same extension at the same moment and ran normally. Re-running verify-skills alone after the install succeeded.
Expected: concurrent runs that auto-resolve the same extension either serialize on the install or re-check the registry after another process installs it, so every run sees the registered type.
Repro: in a repo without @swamp/git installed, start two or more workflows that use @swamp/git models at the same moment.
