#2827 Docs: serve daemon enable pins SWAMP_CONFIG_DIR; document the SWAMP_CONFIG_DIR override

Follow-up to swamp-club#2824. The fix adds a SWAMP_CONFIG_DIR environment variable that getSwampConfigDir checks first, and serve daemon enable now writes both SWAMP_HOME (data dir) and SWAMP_CONFIG_DIR (config dir, where swamp auth login stores credentials) into the generated systemd unit / launchd plist, as absolute paths resolved in the enabling user's environment.
Pages to update:
- content/manual/reference/swamp-serve/daemon.md: the section on the data directory says enable sets only SWAMP_HOME and that hand-written units should set SWAMP_HOME or HOME. Add that enable also sets SWAMP_CONFIG_DIR, and warn that setting SWAMP_HOME alone moves the config dir to SWAMP_HOME/config, so a token or oauth daemon cannot find the auth.json written by swamp auth login. Recommend setting SWAMP_CONFIG_DIR in hand-written units. Note that units installed by affected versions must re-run swamp serve daemon enable.
- content/manual/reference/repository-configuration.md: the telemetry directory priority table starts at SWAMP_HOME/config/telemetry. Add SWAMP_CONFIG_DIR/telemetry as priority 1.

Documented in swamp-club PR #1274 (https://github.com/swamp-club/swamp-club/pull/1274, merged 8cb2788). reference/swamp-serve/daemon.md now says enable sets both SWAMP_HOME and SWAMP_CONFIG_DIR, warns that SWAMP_HOME alone moves auth.json out of reach and crash-loops a token or oauth daemon, recommends SWAMP_CONFIG_DIR in hand-written units, and tells units installed by 20260921.211448.0 through 20260930.184839.0 (exclusive) to re-run enable. api-key-authentication.md now gives the full config-dir order. The repository-configuration.md half was already handled: that table had moved to usage-telemetry.md, which lists SWAMP_CONFIG_DIR first.
