#2849 Docs: telemetry opt-out is user-level and applies everywhere (swamp-club#2831)

swamp-club#2831 changes how telemetry opt-outs work. Manual pages describing the old two-layer model need updating:

  • content/manual/reference/repository-configuration.md — the telemetryDisabled section and its opt-out precedence table describe the user-level telemetry.yaml as applying to repo-less runs only. Replace with: every opt-out applies on its own and none can re-enable telemetry. Opt-outs: swamp config set telemetry.collection disabled (user, every run in any repo), .swamp.yaml telemetryDisabled (everyone in that repo), SWAMP_NO_TELEMETRY and DO_NOT_TRACK (environment), --no-telemetry (one invocation).
  • content/manual/explanation/configuration-layers.md — user config lists telemetry opt-out; add the telemetry.collection key and DO_NOT_TRACK alongside SWAMP_NO_TELEMETRY.
  • Reference for swamp config (wherever update.auto / update.cadence are documented, e.g. explanation/background-autoupdating.md) — add telemetry.collection (enabled|disabled), and note a running swamp serve daemon picks it up on restart.

Also worth stating: a repo-scoped command given --repo-dir / SWAMP_REPO_DIR with no .swamp.yaml records nothing, and spooled events are only sent to the telemetry endpoint in effect when they were recorded. The README Disabling Telemetry section in swamp has the canonical wording.
