#3076 Resolve non-admin actors in dashboard audit logs

Problem

The Swamp dashboard resolves and sends usernames for admin actors, but audit-log events for normal users contain only a userId. This leaves operators without the username or email necessary to identify the actor during audit-log review.

Expected behavior

Audit-log entries should include enough actor identity information for operators to identify every user, regardless of role: at minimum the username and email, alongside the stable user ID.

Current behavior

For non-admin users, the dashboard sends only userId; usernames are resolved only for admins.

Impact

Operators cannot reliably investigate or respond to actions performed by normal users from the audit log.
