#2293 CLI crashes while loading macOS platform certificates

Codex's notes:

Running any swamp command that initializes the HTTP client crashes before normal command handling.

Steps to reproduce:

1. On macOS, run: swamp model search --json
2. The same failure also occurs with: swamp help issue

Actual result: error: Uncaught (in promise) Error: Failed to load platform certificates: SecTrustSettingsCopyCertificates const wsHttpClient = Deno.createHttpClient({}); at src/cli/remote_run.ts:765:27

Expected result: Local commands, including help and model search, should run successfully. A platform certificate-loading failure should not crash the entire CLI.

Environment:

• swamp version: 20260918.211634.0-sha.bcaa9695
• macOS 26.6.2 (build 25G83)
• arm64

Scope: The crash blocks onboarding and also blocks the built-in issue-reporting command itself.

Workaround: Setting DENO_TLS_CA_STORE=mozilla allows local command handling to proceed. With that override, swamp help issue succeeds.
