#2957 data query: no way to target a workflow's latest run

Gap

swamp data get --workflow reads from the workflow's latest run when --run is omitted. data query has no equivalent: workflowName == 'w' returns the latest version of each item, which can come from different runs, so callers must first look up the run id with swamp workflow history and then filter on workflowRunId.

Expected

A way to select data from a workflow's most recent run in a single query, for example a field or helper that resolves the latest run of a workflow.

Context: swamp data get is being deprecated in favor of swamp data query (follow-up to swamp-club#2948, where data get --workflow silently returns an arbitrary step's data when several steps share a data name). This closes one gap that data query has compared with data get.
