Split out of #3351 (Seth, 2026-10-13) so the rest of the dependency trust plan doesn't wait on the license work. Plan: Extension dependency trust plan (https://claude.ai/code/artifact/c333312a-ca26-4056-a7f2-cabd7f30457c).

Problem

The registry scorer (lib/domain/scorecard/dependency-trust.ts) compares a dependency's license as a whole string, so MIT OR Apache-2.0 warns. A missing license passes, while the CLI warns about it.

Change

Use swamp-club's SPDX parser from #3326, with the same allowlist and rules as the CLI side (the companion swamp issue).
A missing license warns.
Read the same test-vector file.

Depends on

#3326 merged (swamp-club's parser).

Acceptance

Unit tests over the vectors.
Club UAT: the scorecard shows the same license verdict push gave.
