#3804 Tier 15 capstone claimed but its banked 1,000,000 never granted (no badges source)

The Genesis pass capstone (tier 15, GENESIS) says "banked to lifetime", and the scoring notes describe tier 15 as banking 1,000,000 lifetime points. For the account reset the capstone was claimed on 2026-10-21 at 19:10:01 UTC (badge QUEST_GENESIS_T15_GENESIS, awardedAt 2026-10-21T19:10:01.691Z), but 28 hours later no grant for it has appeared:

• GET /api/v1/users/reset/combat-log holds no grant in a badges category at all.
• GET /api/v1/users/reset shows scoreSources = {activity, extensions, engagement}, which sum exactly to canonicalScore (4,705,160); there is no badges source.
• Other tier-15 accounts do carry a badges source after their capstone (for example an account that reached tier 15 on 2026-09-30 shows badges: 2,100,000), and a Quality Consultant badge awarded on 2026-10-22 at 22:24 UTC landed in that account's combat log as a badge grant within the same minute.

Expected: claiming the tier 15 capstone produces a badge grant of 1,000,000 base (times the multiplier in force) and a badges score source. Actual: badge awarded, no grant, no source.

Steps to reproduce: reach 7,000 pass XP, claim tier 15 on the quest page, read the combat log and profile JSON.
