What happens

When swamp-club's health check times out, @swamp/issue-lifecycle methods that use createSwampClubClient without requiring it — pr_merged, ship and others — advance the local phase and report success, but post nothing upstream and make no status transition.

Seen on swamp-club#3536 (2026-10-16, ~18:18 UTC, during a swamp-club outage):

The local phase is now notify, but upstream #3536 is still in_progress, with no pr_merged or shipped entry. Neither method can be re-run from notify, and swamp issue edit cannot set a status, so the gap can't be repaired from the CLI.

Cause

createSwampClubClient (extensions/models/_lib/swamp_club.ts) returns null when /healthz fails or times out (5s). recordLifecycle (extensions/models/_lib/lifecycle_recorder.ts) returns early on a null client, and ship wraps its transitionStatus("shipped") in if (sc). A missing client is treated like "no credentials configured", not as a failed write.

Expected

As the issue-lifecycle skill documents ("a failed method means the upstream record was not written … the local phase is unchanged"): when credentials exist but swamp-club cannot be reached, the method should fail and roll back, so it can be re-run once swamp-club is back. Only the genuinely-offline case (no credentials) should skip upstream writes, if that is intended at all.

Repair needed for #3536

Set #3536 to shipped and, if possible, add the missing pr_merged (PR https://github.com/swamp-club/swamp/pull/3168) and shipped (release 20261016.181509.0-sha.a593c3e4) entries.
