Lab #2039: stale lock file not being cleaned up?

Description

on my dev notebook, after rebooting (see https://swamp-club.com/lab/2038 ), my news workflows work again, i'm getting a timeout due to a lock file that I would hope is ancient, and I would hope swamp can clean up automatically?

deprecated extensions are more prominent than I expected :)
