The reachability matrix (#3919, PR #568) was built and tested only against headscale v0.29.5 with tailscale v1.104.2. Run scanFleet with includeReachability=true once against a tailnet on Tailscale's own control server, as root or the operator user, and compare the report with the tailnet policy.

Cover:

a star source (Tailscale sends 0.0.0.0/0 and ::/0; headscale sends CGNAT prefixes),
grants, including via routes and autogroup:internet,
a capability-based rule (SrcCaps), which the report shows as cap: and as an unknown cell in the matrix,
a node with Tailscale Services, whose localapi forwards should not be marked on the node.

Fix any PacketFilter shape the extension misreads, and add the captured netmap blocks as test data. Split from #3923 (item 6).
