#4246 swamp inbox: mentions leave the CLI inbox, so update the shared fixture and docs (companion to swamp-club#4241)

swamp-club#4241 stops the CLI inbox serving mentions: only Swamp Club-written kinds are served now. This repo needs the matching change: remove the mention example from webKindsPage in its copy of inbox_responses.fixture.json so the two copies stay byte-identical, and update any docs and design/surfaces/inbox.md text that says the CLI inbox carries mentions. Coordinate the merge with the swamp-club PR for #4241.
