Lab #2394: planning-conventions: docs gaps are filed with gh issue create on swamp-club/swamp-club, which has issues disabled

Problem

agent-constraints/planning-conventions.md ("Manual Documentation Assessment") tells the agent to file an agreed documentation gap with:

gh issue create --repo swamp-club/swamp-club --title "Docs: ..." --body "..."

The swamp-club/swamp-club GitHub repository has issues disabled, so the command fails with:

the 'swamp-club/swamp-club' repository has disabled issues

Any lifecycle run that finds a docs gap hits this. The agent then has to invent a fallback, or may skip filing the docs issue entirely. It came up while shipping #2377. The docs issue was filed in the lab instead (#2393) with swamp issue feature.

Fix

Replace the gh issue create --repo swamp-club/swamp-club block in the Manual Documentation Assessment section with the lab CLI, for example:

swamp issue feature --title "Docs: <describe the documentation gap>" --body "<what changed, which manual page needs updating, suggested content>"

and drop the GitHub documentation label instruction for that repo. The swamp-uat instructions in the same file are correct: that repo has issues enabled.
