Lab #2452: Hide --vault on access token mint and rotate now that it always errors

Summary

After swamp-club/swamp#2586 (swamp-club#2437), --vault on swamp access token mint and swamp access token rotate can never succeed:

Locally it is rejected before any repo work with "--vault is not supported when minting locally - token secrets are always stored in the control-plane vault", followed by a reveal | jq | vault put copy recipe.
With --server it is rejected with "--vault is not supported when targeting a remote server".

The help text now says so ("Not supported: token secrets are always stored in the control-plane vault. Passing it prints how to copy the credential into another vault"), but --help still lists an option that always fails.

Proposal

Hide --vault on access token mint and access token rotate (Cliffy { hidden: true }), keeping it parseable. Existing scripts that pass it still get the guided error and copy recipe, and new users don't see it advertised.

Leave worker token create --vault visible. It still works with --server, and its help says so.

Notes

Not a breaking change: behaviour is identical, and only help output changes.
Update src/cli/commands/access_token_mint_test.ts and access_token_rotate_test.ts. The --vault option help text says it is not supported tests read the option description, so they may need to assert hidden instead.
Raised as a non-blocking UX-review suggestion during #2437 verification.
