All 5 datastore compact tests fail on Windows with ERR_INVALID_STATE database is not open at CatalogStore.close. The stack trace shows CatalogStore.close (catalog_store.ts:1190) called from the finally block in datastore_compact.ts:93. Root cause: CatalogStore.vacuum() closes the db to release the Windows file handle before renaming (line 982), then reopens (line 1000). If the reopen fails or produces a handle in an invalid state, the outer finally block calls close() which throws because this.db is already closed but this.closed is still false. The idempotency guard only covers CatalogStore.close() not the internal close in vacuum(). 5 UAT failures in datastore/compact_test.ts. Tested on binary 20261011.222452.0. Discovered via Windows UAT runner swamp-uat#363.

Tested with binary 20261011.222452.0 — all 7 datastore compact tests pass on Windows. The fix must have landed in a recent release. Closing.
