Problem

The studio Board (#2943) shows work items only. A ticket filed on the factory's tracker (@swamp/stagecraft/create) doesn't appear until it is claimed and its work item started, so the Board shows nothing about the queue of work waiting to start.

Repro: a factory bound to a built-in tracker (ts), and three tickets filed with swamp workflow run @swamp/stagecraft/create --input tracker=ts ... (ts-1..ts-3, status open), none claimed. /f/<factory>/board is empty. This doesn't depend on the definition: a factory whose initial stage is plan (starter.yaml) behaves the same, since no work item exists yet.

Proposed solution

Add a column before the first stage on the Board, e.g. Not started, listing the bound tracker's tickets that are open and have no work item: display id, title, type, and how long since filing, with relations (blocked_by, parent_of) shown on the card. Opening one could show the Ticket tab (#2969) and the claim command to run. Once claimed, the ticket leaves the column and its work item's card appears in the initial stage.

The studio already reads tickets as the tracker last recorded them for the Ticket tab, so this could use the same read without calling the tracker. It should work the same for the built-in tracker, Linear and publisher-backed trackers.

Alternatives considered

A backlog stage in the factory, with every ticket claimed and started as soon as it is filed, and a manual transition out. Downsides:

It moves the backlog from the tracker into the factory, and every ticket needs a claim and start just to be visible.
Work items pin the definition when they start, so items waiting in the backlog go stale across every factory change and need reset --repin.
Every factory gets a stage that does no work.
