Follow-up to swamp-club#4001. When a Lab issue reaches shipped, the user who filed it gets an issue_update inbox message saying the issue is fixed in a given version, with a link to the issue and the action label Update now, command swamp update. A user whose several issues ship in the same release gets one message. The existing notifyIssueResolved sends a web-only issue_shipped kind today; this adds the terminal kind (lib/domain/notification/terminal-message.ts).
