Follow-up to swamp-club#4001, which shipped the CLI inbox endpoints and terminal message kinds. Still to do from its section 3: targeted sends to segments (owners of collectives on a given plan, users active in the last N days, quest participants); a limit of at most 3 messages per user per 24 hours across all sources, with a staff override for a single send; and a preview that sends to yourself and shows the message as the terminal would after the CLI's validation.
