Split from #4102. Core half; the datastore half is fixed under #4102.

A worker query calls queryData with no timeoutMs (src/worker/remote_method_context.ts), so DEFAULT_CALL_TIMEOUT_MS (30 s, src/domain/remote/rpc_channel.ts) always applies and cannot be configured. DataQueryService.query awaits ensurePopulated, so after any catalog invalidation the query waits for a full backfillAsync over every version (#3361).

The reporter of #4102 measured queries of 42.6 s and 45.0 s at about 2k versions. We reached 13.1 s with serve capped at 10% CPU on the same build, and never reached 30 s, so the 45 s itself is not reproduced. The missing timeout control and the full rebuild are confirmed from source.

Asks from #4102: make the worker queryData timeout configurable, or answer a worker query from the last complete catalog while a rebuild runs. Scoped invalidation (#3361) would remove most rebuilds.
