#4242 An inbox send during a database outage can leave no audit entry

From swamp-club#4204. The audit entry is written after the send, to the same database. When every write fails, as driven through a Mongo failpoint that closes connections on insert, the send now correctly reports failure, but the audit append fails too and no entry exists for rows that may have landed. Closing this needs an entry written before the send, with a decision on whether a failed entry blocks the send.
