Follow-up to swamp-club#4255, which merged without this part. An accepted attestation should approve the PR, as swamp does. A missing or rejected attestation should fail the attestation job and block auto-merge, with the test jobs and reviews still running. Commit f96bfc99 on the-gate implements this but was never pushed. Before it merges, decide whether keeb joins .github/attestation-posters, since their PRs would otherwise be blocked from auto-merge, and note that each merge to main will turn other open PRs red until they are rebased and verified again.
