When the user's home directory is initialized as a swamp repo (has ~/.swamp.yaml), telemetry files accumulate in ~/.swamp/telemetry/ but are never migrated to ~/.config/swamp/telemetry/ until the user manually runs 'swamp repo upgrade' from ~. The migration should either run automatically on any CLI invocation that detects unflushed entries in the old path, or the upgrade prompt should mention the home directory repo explicitly.
