Add ensure_budget to create/adopt/update a recurring specified-amount budget and its notifications in one execution. Current CRUD methods do not provide unique-name adoption, ambiguity rejection, etag-protected updates and complete read-back verification as a reusable operation. Inputs should include exact decimal Money, project filter, thresholds, calendar period and existing email/PubSub destinations. We extended the official budgets type locally; concurrent callers should use a stable model key or explicit budget ID.
