#4399 On Windows, extension_assets_dispatch_test compares a normalized lower-case path against the native one

The code returns a lower-cased, forward-slash (normalized) directory, but the test compares against the native path with assertEquals. The test came in with 3db434c4c (swamp-club#4282). The fix is probably in the test: normalize both sides the way the code does, or use assertPathEquals. Before changing the test, confirm that the lower-cased path is the intended key and not leaking into something user-visible.
