#904 Automated activity channel does not post on issue reopen — only open and close events are surfaced

Description

The automated activity channel posts when an issue is opened and when it is closed, but does not post when an issue is reopened. This creates a misleading activity trail: an issue that was closed and then reopened only shows the close event, making it appear the issue is resolved when it is actually still open.

Steps to Reproduce

File an issue (activity post appears — ✓)
Close the issue (activity post appears — ✓)
Reopen the issue (no activity post — ✗)
Observe the channel: the last visible event is the close, so the issue appears closed to anyone reading the channel

Observed in

Lab #902 was closed and then reopened. The activity channel showed the close event but no reopen event, leaving the impression that #902 was resolved.

Expected Behavior

A reopen event should post to the automated activity channel with the same prominence as open and close events.

Looks like this has been sitting for a few days in review state
