#954 @-mention autocomplete for users when writing lab ripples

Problem statement

Writing a ripple on a lab issue and want to @-mention someone? Today you have to already know their exact username — there's no assist. Mentions are easy to typo and it's hard to discover who's even mentionable.

Proposed solution

When typing in the ripple composer, typing @ should (after a short delay) open an autocomplete/searchbox of users on the platform that are visible to you.

  • The first suggestion should be the issue's reporter — the person you most likely want to ping.
  • Exception: if you are the reporter, don't pop the box on a bare @; wait until 2 characters have been typed (@ab...) before proposing completions.
  • Continuing to type filters the list; selecting an entry inserts the @username mention.

Alternatives

  • No autocomplete (status quo): error-prone, poor discoverability.
  • Always require 2 characters before suggesting: loses the fast "ping the reporter" path, which is the most common mention.
