#959 Remove comments from /feed and redesign the page

Problem statement

Comments on /feed add clutter without pulling their weight — the feed's job is surfacing what operatives are shipping, not hosting threads. The page layout as a whole is due for a rethink.

Proposed solution

Two parts:

Remove comments from /feed. Drop the comment UI (composer, threads, counts) from feed posts. Discussion already has a home on lab issues via ripples.
Redesign the feed. Rework the page around scanning and discovery — stronger post presentation, clearer author/tier treatment, better density and hierarchy on mobile and desktop. Open to design exploration rather than a prescribed layout.

Alternatives

Keep comments but collapse them behind a click (still carries the feature's weight).
Redesign without removing comments (misses the simplification that motivates the redesign).
Remove comments only, defer the redesign (splits the work but leaves the page dated).

TIL we could comment on feeds

Scorecard: beta/rc-only extensions show "not scored" despite successful scoring (GET /score resolves only latestVersion)
