Lab #2576: gatorwalk-factory: extension skeleton and lifecycle schema (GW-1, GW-2)

Start the from-scratch rebuild of @swamp/software-factory under the code name gatorwalk-factory (unpublished until go-live).

GW-1: extension skeleton at gatorwalk-factory/ with no manifest.yaml (a test enforces this until go-live), a verification/checks.yaml target, adversarial-review path coverage, and a harness test change so an unpublished extension is build-checked.

GW-2: the lifecycle and stage-plugin meta-schema, ported from software-factory:

payload schemas are standard JSON Schema 2020-12 (fixes the class of 1976 and 1262); unknown keywords, formats and non-local refs are rejected on save
runtime values are bare CEL in work.bindings; prompts use {{name}} placeholders; the platform's dollar-brace expressions are rejected because swamp evaluates them on save (design recorded in gatorwalk-factory/DESIGN.md)
referential integrity is checked on save, all errors reported with paths
resultEvidence plus its own evidence entry are one declaration (897)
plugins carry a contract (inputs, outputs, exits, parameters)

software-factory's four example lifecycles are ported as fixtures.

Refused-push restore (discardRefusedVersions) writes markers and content unsynced and out of order
