Part of the gatorwalk-factory rebuild of @swamp/software-factory (GW-1 and GW-2 shipped in #2576, PR #327).

Write the first real lifecycle in the GW-2 format: building a swamp extension. It serves two purposes:

The tier 1 template: a solo developer using gatorwalk-factory as the canonical way to build their own swamp extension (plan, implement, swamp extension fmt, tests, swamp extension quality, push).
gatorwalk-factory's own process, so that once the work-item type and driving skill exist (GW-6, GW-8) every later gatorwalk issue can run as a gatorwalk work item.

Scope: the lifecycle as data (plain stages; it is recomposed from stage plugins later, in GW-15), with payload schemas for its artifacts and evidence, and tests that it parses and that its references hold. No runtime, no model type, nothing published: gatorwalk-factory stays manifest-free until go-live.

Depends on GW-2 (shipped). Milestone: gatorwalk's own lifecycle exists as data.
