#3150 Docs: private-entitlement verdict for a free collective with no trial is now failed, not undecided

After swamp-club#3104 the CLI's private-entitlement registry check fails for a free collective with no trial, the same way it does for an ended trial: the dry run exits non-zero and a real private push is refused before upload with: Collective @ is on the plan and has no trial. Private publication requires a paid plan; upgrade at /o//billing.

Since swamp-club PR 1278 trials start only when a collective is created, so the registry never starts one at publish.

Stale text in content/manual/reference/extensions/publishing.md:

the private-entitlement table row 'A free plan with no trial' (around line 529) says not-run (entitlement-undecided) with the old 'the registry decides private publication at publish' message; it should read failed with the new message.
the paragraph below the table (around lines 532-533: 'An undecided check leaves the dry run green...') should say that undecided now only covers a registry that reports no entitlement for the collective.
the entitlement-undecided row in the not-run cause table (around line 199) can stay, but its description should no longer imply a free plan with no trial.

Documented in swamp-club PR #1314 (merged). content/manual/reference/extensions/publishing.md: the 'A free plan with no trial' private-entitlement row now reads failed with the new 'is on the plan and has no trial' message. The paragraph below the table now says trials start only at collective creation, that failed exits a dry run non-zero and refuses a real push before upload, and that undecided covers only a registry reporting no entitlement (or a trial state the CLI does not know). The entitlement-undecided cause row no longer implies a free plan with no trial. The refusal example uses a placeholder with the possible 'At sign-in' endings.
