The SDK bump in #261 (2026-09-07) moved generated AWS models to npm:@aws-sdk/client-cloudcontrol@3.1127.0, but 9 services were not regenerated and still pin 3.1090.0 in deno.json and extensions/models/_lib/aws.ts: controlcatalog, partnercentral, backupsearch, artifact, cognitosync, thinclient, states, savingsplans, usernotifications. Their manifests are stuck at 2026.07.18.1 / 2026.07.30.1 (s3 is 2026.10.06.1); last regeneration that touched them was #137 (2026-07-24). Found during swamp-club#3114 triage.

Expected: regenerating these services moves them to 3.1127.0 like the rest of model/aws, or the reason they are skipped by regeneration is understood and fixed.
