integration/start_server_test.ts:1295, startStartServer: two agent opens at once open only one window, failed once in a full verify-build run (deno test --parallel) on Linux at a branch based on origin/main 1b6f0c59: AssertionError, actual 3, expected 2. It passed 5 of 5 runs alone, so it looks timing-dependent under load. Added by #3041 (swamp-club#3261).

Seen in verify-build run beef3c07-df2f-40a9-a842-4bee8b07cef0 (branch cue/3324-extension-manifest-require, which does not touch start or serve).

Repro: run the full suite with deno run test; it fails intermittently. Fix direction: the test should wait on the open coordination rather than on timing, per the AGENTS.md timing rules.
