Please add a fan-out global secret/version metadata inventory across explicit project parents. Follow all pages, fail on limits or permission errors, preserve rotation schedules and version state/creation times, and never call versions.access or persist payload fields. A version-pinned snapshot supports reporting rotation-notification gaps and latest-enabled-version age without claiming actual credential rotation or last use. Local secrets extension adds inventory_hygiene_metadata.
