#2586 Run the web dashboard locally from the CLI without swamp serve

Problem
The web dashboard is only available when running swamp serve --dashboard (or SWAMP_DASHBOARD), where it's mounted at /dashboard on the serve HTTP listener (src/cli/commands/serve.ts). A solo user working in a local repo who just wants to browse their models, data, workflow runs, and reports visually has to stand up the full serve stack — listener, auth/tokens, grants, TLS decisions, scheduling, pollers — just to get a UI. That's a lot of ceremony (and attack surface) for a read-mostly local view of your own repo.
Proposed solution
Add a local-first entry point for the dashboard, e.g. swamp dashboard, that:
- Serves the same dashboard SPA against the current repo (
--repo-dir/SWAMP_REPO_DIR) without requiringswamp serveconfiguration. - Binds to
127.0.0.1only by default, on an ephemeral or configurable port (--port), with no auth/grants setup needed because it's loopback-only and scoped to the invoking user. - Optionally opens the browser (
--open/--no-open) and prints the URL. - Only starts the backing APIs the dashboard needs (no webhooks, scheduler, worker gateway, club heartbeat, etc.).
- Shuts down cleanly on Ctrl-C and supports both log and
--jsonoutput modes (JSON emits the URL/port for tooling). - Degrades gracefully for tabs that only make sense in serve mode (e.g. System/serve config, grants, tokens, workers) — hide them or show a 'not running under serve' state.
Alternatives considered
- Keep requiring
swamp serve --dashboardand document a minimal local serve config — still pulls in the full serve surface and auth setup for a single-user local view. - The Ink TUI dashboard — useful, but not a substitute for the web dashboard's richer views.
