#3167 Windows Compatibility CI fails on main: about a dozen tests across serve, sync, CLI path resolution, process and tracing

Description

The Windows Compatibility workflow on main has failed on every commit observed on 2026-10-07: 32b5b84b (run 37696536666), 063a2248 (run 37699785213) and dec75126 (run 37702290854). The release builds still succeed, so this is easy to miss. Found while checking the post-merge CI for swamp-club#3136 (PR 2920), whose own tests pass on Windows.

Tests failing on dec75126 (the latest completed run):

• integration/serve_expression_reference_test.ts: serve expressions: run inputs are authorized against the caller
• integration/serve_root_unit_test.ts: serve root units: concurrent requests get separate roots, each pushing its own changes under the gate
• integration/serve_runtime_poller_auto_definitions_test.ts: RuntimeDataPoller: a server token minted on a peer replica becomes readable after a poll
• integration/usecase_sync_characterization_data_test.ts: data use cases mark and push today's paths (step: datastore compact (cli))
• src/cli/resolve_extension_files_test.ts: resolveExtensionFiles ambiguity error, and projectConfigBoundary
• src/infrastructure/process/process_executor_test.ts: executeProcess supports cwd
• src/serve/audit_sinks/wal_sink_test.ts: WalSink: behind an AuditEmitter, a hung store does not stall the durable path or duplicate events

The earlier runs also fail src/infrastructure/tracing/fetch_otlp_exporter_test.ts, src/infrastructure/tracing/fetch_otlp_log_exporter_test.ts, src/libswamp/data/query_test.ts, src/infrastructure/persistence/file_lock_property_test.ts, src/infrastructure/persistence/lockfile_repository_test.ts and integration/auto_definition_race_test.ts, so some failures may be intermittent.

The Windows Compatibility workflow passes on main.
