Resource-leak test failures on main: extension_rubric_scorer_test and worker_gateway_test

Capitalize "Swamp" in sentences, leave it lowercase in code/commands.
The data layer is "The Swamp," but the site calls it "the data layer" (generic, lowercase) and stores it in the .swamp folder. The term "The Swamp" never appears. We shouldn't replace "the data layer" but we should add something like "the data layer, aka The Swamp"
We should be consistent with our usage of agent. Either "Agent" or "agent"
We should consider adding UAT to make sure future changes adhere to the above.
Note: Keeb should be informed and review all changes.
