#2262 Step-lease and pending-dispatch records accumulate with no reaping mechanism

Opened by stack72 · 9/17/2026· Shipped 9/24/2026

Step-lease (swamp/step-lease) and pending-dispatch (swamp/pending-dispatch) records both declare lifetime: "infinite" and accumulate without bound, identical to the worker/token accumulation fixed in #2192.

Boot reconciliation transitions stale leases to expired and stale dispatches to orphaned, but never deletes the records. swamp data gc skips them because they're infinite-lifetime.

These need their own reaping mechanism — either extend the WorkerGcService to also prune expired leases and orphaned dispatches past a grace period, or add separate swamp data gc support for status-based expiry of infinite-lifetime records.

Follow-up from adversarial review finding ADV-5 on #2192.
