The WebSocket authorization table in design/enablers/remote-execution.md (the extension/doctor/worker/datastore/cluster/serve row) says listings such as cluster.instances and serve.config need the read verb. The handlers in src/serve/handlers/admin_handlers.ts (handleClusterInstances, handleServeConfig) call authorizeOrReject with admin on access:*, src/serve/connection_test.ts pins that they match their admin-only REST routes, and design/primitives/serve.md correctly says they need admin. Fix the table row in remote-execution.md to say admin for cluster.instances and serve.config. Found while triaging swamp-club#2519.
