Resource-leak test failures on main: extension_rubric_scorer_test and worker_gateway_test

ci.yml defines only test-web (root deno test tests/) and test-telemetry (working-directory services/telemetry). services/discord-bot has its own deno task test (lib/roles_test.ts) but no CI job executes it, so changes to the discord-bot's role-sync logic are only gated by local test runs. Add a test-discord-bot job mirroring test-telemetry, keyed on a services/discord-bot/** path filter (the filter already exists in services-deploy.yml).

Found while triaging lab issue #633.
