Lab: Filter lab issues by author (opened by user)

Problem

The Lab issue list currently lets you filter by labels, status, and type, but there's no way to filter issues by the operative who opened them. When trying to review all issues a specific user has submitted, you have to scroll through the full list and manually scan the author column.

Proposed Solution

Add an 'opened by' filter to the Lab issue list page. Ideally:

A filter control (dropdown or search-as-you-type by username) in the existing filter bar
Clicking an author's username on an issue card should apply the filter for that user
Filter state should be reflected in the URL (e.g., ?author=swamplord0) so it's shareable and bookmarkable

Alternatives Considered

Viewing the user's profile page and listing their issues there — useful, but doesn't compose with other filters (status, labels, type)
Using browser find (Ctrl+F) — only works on what's already rendered and doesn't paginate

Context

Useful for triage (seeing all open bugs from one reporter), for moderation, and for operatives who want to find their own submissions quickly.
