What changed

swamp issue edit now supports a --type flag to change an issue's type after submission (bug, feature, or security). Authors can escalate to security but cannot de-escalate — only admins can change the type back from security.

What needs updating

Reference doc (content/manual/reference/issue-commands.md): Add --type <type> to the swamp issue edit flags table with description "Change issue type (bug, feature, or security)".
How-to doc (content/manual/how-to/file-issues-from-the-cli.md): Add an example under the "Edit an issue" section showing swamp issue edit 42 --type security with a note about the one-way door for security escalation.
