Add swamp data delete command to remove a data artifact by model and name

The new skill provides a state-machine checklist for publishing extensions, enforcing prerequisites (repo init, auth, manifest validation, collective ownership, version bump, formatting, dry-run) as gates before allowing a push.

What needs updating:

Document /swamp-extension-publish as the recommended way to publish extensions
Update existing publishing instructions to reference the new skill instead of manual steps
Show the 8-step state machine flow users see when invoking the skill
Note that the final push requires explicit user approval

Context: Previously publishing prerequisites were scattered across four extension skills. Users frequently hit 'Not a swamp repository' errors because no skill mentioned that swamp repo init was required. The new skill consolidates all publishing guidance into a single enforced workflow.
