The CEL grant environment registers ns, tags (map), and owner for the data resource kind (policy_snapshot_loader.ts:57), but data_handlers.ts only passes name (or empty {}) in the fields object to authorizeOrReject. This is the same class of bug as #1871 (workflow tags), but for data resources. Additionally, the secondary handlers in connection.ts (run.attach, run.cancel, run.events) pass fields: {} for both workflow and model resources. Follow-up from #1871 fix.
