PR swamp-club/swamp#2240 adds a guard so that workflow cancel --all skips runs owned by a serve instance. The swamp-serve.md reference docs should note: (1) workflow cancel --all only cancels locally-owned runs, serve-owned runs are skipped with a warning, (2) to cancel a serve-owned run, use --server --run , (3) --all is not supported with --server.
