Add swamp data delete command to remove a data artifact by model and name

I saw the pinned #1138 but it's not very clear. Should we not post issues anymore on Github? or is there some kind of bridge that relays bugs posted to GH to the swamp internal tracker?

The instructions in https://github.com/systeminit/swamp#contributing say to file issues on https://github.com/systeminit/swamp/issues - should this be updated?
