The swamp worker prune command (added in #2192) is local-only. Add serve-side handler support so it works with --server:

Add a worker.prune message type to src/serve/protocol.ts
Add a handler in the admin handlers layer
Wire the prune deps from the serve context (which has access to fleetMemberSuffix for binding resolution)

This is a follow-up from the adversarial review finding ADV-4.
