gcs_cache_sync.ts has the same three unguarded monolith-fetch paths that were fixed for S3 in #1052: commitPush no-op (line 1937), pushChanged slow path (line 1466), and preparePush slow path (line 1732). The pushChanged writeback also writes the monolith unconditionally on v2 repos (line 1647). Apply the same shard-assembly-first + commitSeq pattern from the S3 fix.
